"The current method uses Series Number to count the number of series, however, Series Number can have duplicates between Series and give a wrong count. A better count would be to count the number of Series by the number of unique Series Instance UIDs. Similarly, Study count I believe is using Study Date, which typically is a one to one relationship between Study Date and Study Instance UID, although it doesn't have to be."

Currently, Series Number is not returned in the /Collection/listAnonymized API call in the TCIAPlugin. So first that would need updated to include Series Number.
