Build a script/utility to allow monthly batch submission of publications citing TCIA datasets to Datacite’s API (https://support.datacite.org/docs/relationtype_for_citation) using information from https://www.cancerimagingarchive.net/endnote/Pubs_basedon_TCIA.xml

Notes on what this might mean

• DataCite appears to be a website for managing DOIs for datasets, and for reporting on citations of those datasets
• It looks like TCIA's collections are already here, but they are lacking citation info
• I believe the goal of this project is to automate submission of that citation info, from the TCIA pubs file (see above)
