Improve DOI creation workflow

      Develop the necessary tools/SOPs to allow the helpdesk staff (Tracy's team or eventually MIR team) to be able to easily create DOIs without level 2/3 assistance.

      1) Helpdesk receives request via email/phone/etc
      2) Helpdesk forwards request to CIP for review/approval
      3) After approval, Helpdesk uses some kind of simple automated system to convert a Shared List to a persistent DOI
      4) Helpdesk fills out the DOI wiki page
      5) Helpdesk notifies CIP for final review of wiki page prior to informing customer
