Complete GDPR documentation updates

Discuss the draft statement that communicates TCIA's work toward GDPR compliance. We could note that collections before May 2018 are outside of GDPR governance.

• Where to place the new statement, the data usage page,  the FAQ page or somewhere else
• What GDPR information to include on the privacy page as well.

We have collections from European countries that have come in since May 2018 when GDPR came into full law. I believe we have at least 1 collection now from Europe.
