Access to shared lists via the API

      Both Andriy and Jayashree have inquired about whether they could search/download/create shared lists via the API. I can see a few use cases associated with this:

      1) Challenges - a data set has been created for a challenge and the organizer would like to easily distribute the data via one-click download URL instead of asking people to sign up for TCIA and figure out how to use the web application

      2) End to end Slicer integration - Andriy had discussed a workflow where one searches for a particular shared list, downloads it into Slicer, and performs their analysis. Ideally after they completed their analysis they should be able to create a new shared list in case they threw out any of the data sets in the course of their analysis.

      3) Shared list creation from hard drive - Separate from the work being done to integrate Slicer, people will download data and use other applications for analysis. Once they're done they will inevitably have discarded parts of the data they didn't need for for their work. It would be nice to have an easy way to scan a folder (and sub folders) on their hard drive to easily build a shared list so they don't have to use their own tools to figure out the Series Instance UIDs and then create a CSV and use the web UI to create the list.
