Change NBIA Download Manager codebase to a wustl.edu address

      Since the default Java keystore does not include the root CA for TCIA's Server Certificate, change the codebase for the JNLP file template to download the jar files from a *.wustl.edu address, using the *.wustl.edu certificate. This seemed to help Mac users on the CDC CIR NBIA instance. Let's see if it help users of TCIA's NBIA instance.
